Download the appropriate program for your device from wabbit.codeplex.com/releases/view/44625
Download the ROM TI84Plus_OS.8Xu to a known folder on your device.
Installation:
Instructions for windows with screen shots are shown here.
You will not need steps 2 and 3 since you downloaded the ROM file directly.

Installation:
- Start the program.
- Select Browse for a ROM image on my computer and find the ROM file you just saved.
- When the program window appears select Enable Skin from the Calculator tab.
